The purpose of this project is to help each city and county’s river watch with their organization, training and management, ensuring each patrol team well organized, keep regular operation, and are appreciated by the society. The project also mean to enhance citizen’s participation on public affairs by making good use of community concern, civil action, knowledge of Academic institute, government authority, mass media, and social consensuses. Two interviews were taken to each city and county, to provide consultant and enhance long term operation capacity and specialty of river watch.
